A new Direct Reporting Portfolio Manager consolidates all ground vehicles, all small air vehicles and almost all sea vehicles under one office reporting to the Deputy Secretary of Defense. This is structural rather than incremental: it changes who buys unmanned work, and who a vendor needs to reach.
